EXPOSED: How Humanitarian Aid Worth €105 Million Was Diverted from Refugee Camps

Scroll down to uncover the shocking truth about extreme poverty in the Tindouf camps
The Humanitarian Crisis in Tindouf Camps

Tens of thousands of Sahrawi refugees in southwestern Algeria are trapped in a cycle of extreme poverty. According to a statement submitted to the UN Human Rights Council, this crisis isn’t accidental but deliberately maintained by the Polisario Front leadership with Algerian authorities’ complicity.
The Centre Indépendant de Recherches et d’Initiatives pour le Dialogue (CIRID) has documented how this humanitarian emergency persists through systematic aid diversion and denial of economic rights.
Massive Aid Diversion Exposed

€105 Million Misappropriated
The European Anti-Fraud Office (OLAF) documented that over €105 million in humanitarian aid was diverted between 1994 and 2004.
Black Market Reselling
Food, medicines, school materials, and equipment meant for refugees have been resold on black markets in Algeria and Mauritania.
Deceptive Practices
Falsified invoices and double accounting routinely deceive international donors and humanitarian agencies.
Discriminatory Aid Distribution
The limited aid that actually reaches the camps isn’t distributed fairly. According to CIRID’s statement to the UN, distribution is based on:
Political Loyalty
Those who demonstrate allegiance to the Polisario leadership receive preferential treatment.
Tribal Affiliation
Certain tribal groups are favored over others, creating social divisions within the camps.
Ideological Submission
Refugees must show support for separatist ideology to receive adequate supplies.
The Stark Inequality

Leaders Live in Luxury While Refugees Suffer
While camp residents endure severe deprivation, Polisario leaders have accumulated:
•Luxury properties in Algeria, Spain, and Mauritania
•Expensive vehicles and livestock
•Significant personal wealth
This deliberate inequality, maintained by the camp’s political-military hierarchy, prevents refugees from achieving any real development or autonomy.
Economic Freedom Suppressed
Any attempt by refugees to become economically independent is systematically crushed:
Entrepreneurship Punished
Refugees who try to start businesses or engage in trade face harassment and repression.
False Accusations
Young Sahrawis seeking work are often arrested or falsely accused of terrorism.
Forced Dependency
The strategy maintains total dependency on aid, ensuring political control and justifying continued external funding.

No Transparency or Accountability
Despite decades of warnings about aid diversion, no independent oversight has been permitted:
•No population census has been conducted since the early 1990s
•Algeria and Polisario block access to oversight mechanisms
•Independent audits of aid flows are consistently prevented
•A culture of impunity and opacity continues to flourish

CIRID’s Recommendations to the UN
Condemn Aid Diversion
Strongly condemn the organized diversion of humanitarian aid and artificial impoverishment of camp residents.
Demand Independent Access
Call on Algeria to authorize independent access by UN agencies and conduct a reliable population census.
Establish International Audit
Support an international audit of humanitarian funding provided to the camps since the 1990s.
Protect Economic Rights
Promote economic empowerment of refugees, particularly women and youth, by protecting their right to entrepreneurship.
Help Expose This Humanitarian Injustice
The systematic diversion of aid in the Tindouf camps has created extreme poverty while enriching those in power. Whistleblowers and human rights defenders who expose these abuses often face intimidation and arbitrary detention.
The international community must act to ensure aid reaches those who truly need it and that refugees’ economic rights are protected.
